海外渡航者向けの新型コロナワクチン接種証明書（ワクチンパスポート）の申請受付が7月26日から各自治体で始まりました。厚生労働省は、各市町村で実施された新型コロナウイルスのワクチン接種の事実を公的に証明するものとして、ワクチンパスポートを交付します。接種証明書を電子的に表示する上で必要な二次元コードの規格について国際的に策定中であるとしていて、デジタル化を見送り、当分の間は書面により交付しています。厚生労働省の説明では、申請書，海外渡航時に有効なパスポート，接種券のうち「予診のみ」の部分，接種済証または接種記録書の4点が申請時に必要としていますが、”場合”によっては、さらに必要な書類があるとして、詳細は各自治体に確認するように呼びかけています。さらに必要な書類については、各自治体で対応が大きく異なっており、海外渡航時の利用を目的としている人を対象にしているため、例えば、東京都新宿区では、渡航先への出国日が確認できる航空券などの写しを提出するように定めています。また、現在海外渡航予定がある人に対して必要な時期に発行するため、航空券の提示は求めないものの、海外渡航予定がない場合は申請を控えるよう呼びかけている自治体も多くあります。そのほか、各自治体で必要書類や手続き、申請窓口などに違いがあるため、各自治体のウェブサイトで最新の情報を入手する必要があります。時期はまだ明らかになっていないものの、今後ワクチンパスポートの電子化が予定されています。また、国内でのワクチンパスポートの活用に向けた動きもあり、申請・利用しやすい制度に向けて引き続き整備される必要がありそうです。
